Quality exposé. I was instantly skeptical of the recipient's credentials when I heard that she was part of the Venezuelan "opposition," wondering if she was just another regime change toadie. The CIA is incredibly consistent as chief patrons of right-wing neofascists and neo-Nazis.
The patterns you document sound an awful lot like that so-called "Syrian opposition" which too cheered the Western-imposed starvation of the Syrian people. Looks like there has yet to manifest anything new under the blazing solar sphere.

Hugo Chávez was elected president Of Venezuela in 1998 and immediately launched what he called the "Bolivarian Revolution", in honor of a wealthy, slave owning anglophile named Simón Bolívar. The first step in this revolution was to rewrite the constitution that had been in place for the previous 38 years. In addition to the usual socialist promises of free education and free health care, the new constitution removed the power of impeachment by the national parliament, thereby ensuring that Chávez could remain in power for the rest of his life, which he was.
His grip on power secure, Chávez followed the usual socialist playbook of taking money away from his enemies and giving it to his friends. The net result of this, which is an all too common result of these type of policies, was an increase in emigration as the middle class and wealthy fled the country to other places that would appreciate their hard work and talent more than the Chávez government did. This loss of talented people was coupled with a loss of capital, as investors had no interest in keeping their money in a country where the talented people were all leaving and a government that had a tendency to seize foreign assets through nationalization.
By pure dumb luck that had nothing to do with the policies of the Chávez government, post 9/11 turmoil in the Middle East caused a rise in oil prices and a commensurate increase in tax revenues that enabled the government to pay for it's promised benefits. Awash in undeserved cash, Chávez was also able to give even more money and contracts to his rich friends and make Venezuela the 12th most corrupt country in the world.
Proponents of Chávez and Maduro like to blame the country's decline on international sanctions. This claim completely ignores the fact that all of the above things happened before sanctions were imposed in 2015 by the well known right wing fascist Barrack Obama. It also ignores the fact that the socialist policies of Chávez and Maduro managed to produce 16 years of economic stagnation in a country home to the largest oil reserves on the planet--truly an unprecedented accomplishment.
