I would have been stunned if the CIA did not do this. I believe its chance of success is very low, but apparently you can convince Kurds to do all kinds of self destructive stuff.
Just another CIA fomented Proxy War. All they are doing is keeping the metal boxes from arriving at DOVER AFB in too large of numbers. This is the same play book that the USG and CIA seem to revert to in every conflict. These people desperately do not want another Korea, Vietnam, Iraq, Kuwait, or Afghanistan. Relatively large piles of American sons' and daughters' bodies do not create political goodwill in the US population. It takes a surprisingly few dead boys and girls to change the political landscape. These cowards want a specific outcome, but are not willing to be "unelected" to gain that outcome.
