Antizionists love hebrew words that sound scary. So "Hannibal directive" is used a lot because of Hannibal Lecter the evil guy in Silence of the Lambs. Mr. Hannibal, years ago, did say that when terrorists are capturing hostages it is acceptable to risk the hostages lives, because torture and rape by Palestinian or Arab forces is almost as bad a death (or sometimes worse).
